From January through June 2024, the Venture community has helped rescue 153 girls at the Nepal-India border and taught almost 4,000 people about the dangers of trafficking. The community includes a group CCGI has worked with on several projects (Light House Foundation Nepal). Visit https://www.venture.org/donate/ to donate and help rescue more girls.
Human trafficking in Nepal is a critical issue that disproportionately affects the country’s lowest castes, commonly referred to as “Dalits.” These marginalized communities face systemic discrimination and social exclusion, which makes them particularly vulnerable to trafficking. Economic hardships, lack of access to education, and limited employment opportunities force many individuals, especially women and children, into precarious situations where traffickers can exploit their desperation. The promise of better job prospects in urban areas or foreign countries often lures them into trafficking networks, where they may end up in forced labor, sexual exploitation, or servitude.
The cultural stigma surrounding Dalits further complicates their plight, as societal norms often render them invisible and voiceless. Many families from the lowest castes may be unaware of the dangers of trafficking or may feel powerless to report incidents due to a lack of trust in law enforcement. This vulnerability is exacerbated by the pervasive poverty that characterizes many Dalit communities. Unfortunately, even when trafficking cases are reported, systemic biases and corruption within the judicial system can hinder justice. Victims often find themselves re-traumatized by the very institutions meant to protect them, leading to a cycle of exploitation and disempowerment.
Efforts to combat human trafficking in Nepal have been made by various non-governmental organizations and international bodies, focusing on awareness-raising, education, and victim support. However, addressing the root causes of trafficking requires a more profound societal change that targets the underlying caste-based discrimination and poverty affecting Dalits. Empowering these communities through education, economic opportunities, and legal protections is essential for breaking the cycle of vulnerability. By challenging societal norms and advocating for the rights of the lowest castes, Nepal can create a more equitable environment where all individuals are protected from the horrors of human trafficking.
Excited to announce that CCGI client, Integrated Surveillance & Defense, was awarded a $4.6 million USD contract by the Iowa Department of Public Safety's Iowa State Patrol (ISP) with a state-of-the-art Cessna® Grand Caravan® EX aircraft with advanced surveillance technology.
The aircraft will have a side mounted L3Harris MX-15 Electro-Optical/Infra-Red (EO/IR) sensor, the Shotover Augmented Reality Systems (ARS) mapping system, and the VISLINK AeroLink Downlink.
The integration of the MX-15 EO/IR camera system onto the aircraft will provide the ISP with a medium-altitude surveillance, reconnaissance, and search and rescue capability. The camera system offers multi-sensor imaging and lasing payloads and High Definition EO and IR imagery. It also provides real-time image enhancement for EO day, EO night, and IR, which greatly enhances image detail and scene contrast.
The aircraft will also feature the Shotover Augmented Reality System (ARS) mapping system application, which provides advanced sensor control, recording, playback, and export capabilities. This system provides situational awareness to the user with information about the sensor's pointing location
relative to the aircraft and geographic references. It also enables ISP officers to track targets, obtain accurate speed and heading, and provide map location capability.
Furthermore, ISD will provide the Vislink Aerolink Transmission System, which will enable the transmission of digital HD video collected by the aircraft to ground-based elements. This system can transmit a 4K video stream or two 1080p HD video streams simultaneously providing the ISP actionable intelligence, facilitating its operational flexibility, and enabling fast and effective decision-making by their command elements.
President of ISD, Blaise Dagilaitis, expressed his excitement for the contract, stating, "The Cessna Grand Caravan EX with EO/IR capability will complement the Cirrus SR-22 and Cessna 206s delivered in 2021 and enhance the ISR capabilities of the Iowa State Patrol. Additionally, the selection of the same mapping system in this aircraft, along with the Cirrus SR-22 and Cessna 206s, enables commonality, which reduces training and maintenance time, while increasing operational effectiveness."
ISD has a proven track record in delivering similar programs to U.S. Federal and State law enforcement agencies, as well as United States and international militaries. With over 25 Cessna aircraft surveillance solutions successfully deployed, ISD has worked with notable organizations such as the Illinois State
Police, Hillsborough County Sheriff, the Drug Enforcement Administration (DEA), Pakistan, Cameroon Air Force, Kenya Ministry of Defense, and the United States Air Force.
With its extensive system integration experience, ISD has the capability to incorporate various equipment for surveillance operations on Cessna aircraft. In addition to EO/IR sensors, ISD can integrate low Size, Weight, and Power (SWaP) radars, direction finding sensors, mission management systems, datalinks, satellite phone detection, and satellite and tactical radio communications capability.

Flight Global published an article stating that “Kuala Lumpur is getting close to issuing a request for proposals (RFP) for a new maritime patrol aircraft (MPA), with conversion work pending to convert a pair of CN235 tactical transports to perform maritime surveillance.”
Article highlights CCGI customer Integrated Surveillance & Defense (ISD) and their work with Indonesian Aerospace (PTDI), under a U.S. Government Maritime Security Initiative (MSI) contract, to convert Royal Malaysian Air Force CN-235’s into maritime surveillance platforms.
The article highlights ISD by stating,
“The work is being funded by the US government under its Maritime Security Initiative, and will be carried out under the Foreign Military Sales programme. It will see a full mission system provided by US firm Integrated Surveillance and Defense (ISD) installed on the two aircraft. This includes operator console, communications equipment, harnesses, and electro-optical infrared (EO/IR) sensor, and a radar.
The work will be undertaken by Indonesian Aerospace, which originally produced the aircraft under licence, in Bandung. The first aircraft will arrive at Indonesian Aerospace in April, the second in May or June. The plan calls for both examples to be ready for year-end. Kuala Lumpur also has an option to convert a third CN235.
The installation mirrors a similar project [involving ISD] to convert three Indonesian aircraft (two for the navy and one for the air force) to maritime surveillance assets.”

The article highlighted CCGI client, Integrated Surveillance & Defense (ISD) and the work they are doing on the Royal Malaysian Air Force CN-235‘s.
The article highlighted that,
”....the mission systems on the two aircraft would be provided by the United States via the Pentagon’s Maritime Security Initiative (MSI) as Malaysia seeks to convert two PT Dirgantara Indonesia (PTDI) CN-325 transports into maritime patrol aircraft (MPAs).
While few additional details were provided by Affendi himself, IHS Jane’s said the mission suite is likely to include the Merlin maritime surveillance system developed by Oregon-based Integrated Surveillance and Defense, Inc (ISD) – including a maritime surveillance radar, an electro-optical sensor turret, and an electronic support measures system – which has been installed on three CN-235s, two of which are in service with the Indonesian Navy and the other operated by the Indonesian Air Force.”
